Summary: Increasing urbanization highlights the challenges for sustainable urban development. In Brazil, 86% of the population lives in urban areas, WHERE most of the country's housing deficit is concentrated. Throughout the years, several strategies have been developed in Brazil to fight the housing deficit, the most recent of which being the Minha Casa Minha Vida Programme (PMCMV), which hired more than five million housing units by the end of 2019. The Programme is constantly criticized due to the perceived low architectural and urban quality of the developments, whether by specialists or by popular opinion. The research aims to develop a comparative analysis between the legal framework that regulates the PMCMV and indicators of sustainability of the built environment. To this end, the research relied on indicators proposed by three evaluation methodologies: SBTool Urban, Minha Casa Mais Sustentável Handbook and Avaliação da Qualidade da Habitação de Interesse Social. The selected indicators are categorized according to sustainability principles defined in accordance with the theoretical framework. Finally, the legal framework and the sustainability indicators and principles are comparatively analysed. The research concluded that there are limitations in the legal framework, particularly regarding the integration between social classes, adaptability and environmental management, indicating the need to improve it in this sense. It should be noted that 77% of the social housing sustainability indicators are included in the legal framework, with emphasis on recurring themes in the analysis of the sustainable built environment, namely location, mixed land use and maintainability.
